FDI declined by 65 % in last two years…..

Foreign direct investment, plays a very important role in development of economy of any country as it brings foreign funds as well as technical know how , which can be very helpful for the recipient country, other than that it is also helps to create Foreign exchange reserves.

In last 2 years Pakistan’s performance in FDI (Foreign Direct Investment) sector has been miserable and Pakistan only attracted FDI (Foreign direct investment) of about US $ 2030 Million in the period (July-April) of the present fiscal year.

Pakistan showed excellent performance in the era spanning from 2002-2007, in which our FDI rose from meager US $ 485 Million to healthy US $ 5.11 Billion, even performance in the year 2007-2008 was excellent, when we got US $ 5.152 Billion Investment, but after that ,somehow we lost our way and now our FDI is standing at dismal $ 1,772.9 figure.

Where we performed badly…

We saw a major decline of FDI in Telecommunication sector (decline of US $ 607 Million and financial services (drop of US $ 548 million) for the period of July-April 2009-2010, as compared to same period in last year, in last year we had investment of US $ 681 in financial services sector and in Telecommunication sector we got US $ 829.2; Another bad development was disinvestment of IT sector amounting to US $ 95 million for the year.

As far as overall performance in FDI is concerned, 12 industries showed higher performance, while 24 industries performed lower ,as compared to the last year.

What were Reasons for our bad performance?

1. Pakistan Government has failed miserably to provide a healthy environment for investors, Law and order situation is not so good since the present Government has taken charge in March 2008.
2. Political uncertainty i.e. Judiciary vs. Government clash is creating confusions in minds of investors as they don’t know what will happen next and they are fearing a clash between institutions.
3. Global recession has also played its part in this scenario; according to International institute of Finance (IIF) global flows of Foreign Direct Investment (FDI) have dropped 32 percent in the year 2009.
4. Government has failed to solve the problem of energy crisis, although current political setup gave deadline of 31st Dec 2009, for complete eradication of Load shedding, but unfortunately they failed to catch up with their deadline and this crisis is really creating problems for the economy.

Some good signs….

There are some good signs as some industries showed good results in FDI i.e. Oil and gas exploration got US $ 605 million investment and transportation industry got US $ 104 million investment.

We should focus on….

Pakistan board of investment and especially Pakistan Government has to work really hard to bring investment in Textile industry where we always got insufficient investment even in heydays ; Investment in textile industry is very important because, this industry is backbone of our economy and healthy investment in this area can really bring industrial revolution.

Economic Achievements under Musharaff

PPP Government often claim that we have inherited current economic problems from Musharaf Government, but what they fail to tell public that when they reigns of Government, Pakistan’ economy was growing at 6-7 %, it had foreign reserves of $16 Billion, FDI crossed $ 8 Billion in 2006-07 and $ 5 billion in year 2007-08 and Government’s expectations were much higher for FDI, but Lawyers movement and elected government after 2008 elections ruined everything, in Mushraff era Pakistan’s poverty rate reduced from 34 % to 24 % as Pakistan spent $ 16.7 Billion in these years for poverty alleviation, Pakistan revenue from around Rs 300 billion to more than Rs 1 trillion during 1999-2007.

Women Development

Before Pervaiz Musharaff there were no allocation for the Women, Pervaiz Musharaff under his vision of women empowerment, gave them 33% seat quota in national and provincial assembly; His government increased reserved seats for women in assemblies, to increase women's representation and make their presence more effective. In the National Assembly seats were increased from 20 to 60 and in provincial assemblies 128 seats were reserved for women.

Failed Diplomacy of PPP Government

Current PPP government has failed miserably on diplomatic front, whether it is the case of Drone attacks on our tribal areas or 2008 Mumbai Attacks,PPP’s diplomatic team had no idea what to do to tackle these challenges; PPP government has surrendered every thing ,especially if we take the case of 2008 Mumbai attacks, according to political analysts mismanagement of the Mumbai attacks issue has damaged our image so badly, that we need years to amend that.

In this critical juncture of Pakistan history, we need a courageous leader like Pervaiz Musharaf who has a clear vision for his country and who knows what he is doing, everyone knows, how well he handled 9/11 and Qadeer khan nuclear issue.

Education Policy

Pakistan made tremendous progress in education sector during Pervaiz Musharaf’s era 47 international universities were setup, including landmark Virtual University, under the supervision of Higher Education Commission, Current Government has cut the budget of HEC by Rs 7 Billion, which is a very stupid decision, which will hurt the progress of HEC

According to Federal Bureau of Statistics (FBS) number of private-sector institutions has increased from 36,096 in 1999-2000 to 81,103 in 2005, i.e. by 100 percent, record 45007 Educational Institutions have increased in these years.

Independent Media Policy

Before 1999, we had only one satellite Television channel and that was state run and controlled PTV, Pervaiz Musharaff paved the way for Independent media by giving licenses to Private TV channels and due to his liberal policies, our media progressed tremendously in his era and now more than 90 independent satellite TV channels are working in the country. According to statistics our media is providing thousands of jobs to technicians, actors and other media staff.

Currently Pakistani media is very a powerful and important player, if media want ,it can easily play a very significant role in transformation of Pakistan to a modern, democratic state.
